Carries out the functions of developing state policy and legal regulation in the field of civil aviation, the use of airspace and air navigation services to users of the airspace of the Russian Federation, aerospace search and rescue, marine, inland water, rail, road, urban electric and industrial transport, road facilities, operation and safety of navigable hydraulic structures, provided transport security, as well as state registration of rights to aircraft and transactions with them and the organization of traffic in terms of organizational and legal measures for traffic management on roads.
