The Ministry of Agriculture of the Russian Federation (Ministry of Agriculture of the Russian Federation) is the federal executive body that exercises the functions of: on the development of state policy and legal regulation in the field of agriculture, including animal husbandry (including the cultivation of domesticated species and breeds of fish included in the State Register of Protected Selection Achievements), veterinary medicine, circulation of medicines for veterinary use, crop production, plant quarantine, land reclamation, soil fertility, regulation of the market for agricultural products, raw materials and food, food and processing industry, industrial duction and circulation of tobacco products, the sustainable development of rural areas; on the development and implementation of state policy and legal regulation in the field of fisheries, including fisheries, fish farming (aquaculture), commercial fish farming, conservation of aquatic biological resources, production, processing and sale of fish and other products from aquatic biological resources, production activities on vessels of the fishing fleet, as well as in the field of protection, rational use, study and reproduction of aquatic biological resources and their habitat, with the exception of aquatic biological resources located in specially protected natural territories of federal significance and listed in the Red Book of the Russian Federation, ensuring the safety of navigation of fishing vessels and emergency rescue operations in fishing areas during fishing, as well as monitoring and supervision of aquatic biological resources and their environment habitats in the inland waters of the Russian Federation; on the development and implementation of state policy and legal regulation in the field of land relations (in part regarding agricultural land), on state monitoring of such lands; on the provision of public services in the field of agriculture, including the sustainable development of rural areas; management of state property at subordinate enterprises and institutions.
